国务院“金十条”提出“尝试由民间资本发起设立自担风险的民营银行”一年后,首批三家民营银行终于落地。然而,民营银行在中国却并非全新事物,那么,什么是民营银行?此番政策的显著性又何在?

Private banks are financial institutions that are not owned or controlled by the state. A handful of privately owned banks have been founded since the 1990s, beginning with China Minsheng Bank, but they remain subject to administrative intervention and government bailouts. And while the existing private banks are more likely to lend to the private sector than state-owned banks, analysts say that small and medium-sized enterprises still face difficulty getting credit. In July 2013, the State Council announced that private investors will be allowed to “set up private banks at their own risk on a trial basis,” paving the way for a new generation of privately controlled banks in China.
